My mother died and my daughter 16 birth is coming soon is it possible that you guys can draw them together and add the clothes?

Yes, artists can merge people or things from multiple photos together, however adding specific clothes will be tricky. It's best to find a photo of the person wearing those clothes to be body to be painted, and then have the head painted onto that body instead.
