The focus on this photo is not sharp. Is this an impediment to a quality painting.

No Problem.

Because artists are not familiar with the subjects in your photo they can only make them as recognizable of clear as the photo depicts them. But since it is not a digital computer print it should be fine, especially if you can provide separate reference photos of the faces.
